The Reynolds Group is passionate about Southern California, especially for their hometown of Old Towne Tustin. In fact, TRG’s President is a Member of the Board of Directors of the Tustin Community Foundation. Old Towne Tustin is slowly being rejuvenated and restored to be a “walk about” destination with retail stores, restaurants, and work-live condos. TRG was instrumental in the redevelopment and restoration of one site in particular, the Former Riteway Cleaners, situated just a few hundred feet from the City of Tustin Water Works pumping area.
The project required rapid assessment and soil vapor remediation. The work first involved sufficient data to demonstrate to the Santa Ana Regional Water Quality Control Board (SARWQCB) that the contamination was not a threat to groundwater. Secondly, working through Orange County Health Care Agency (OCHCA), the Site required assessment, human health risk assessment work, and soil remediation on-site and off-site. We were able to convince the City (a development stakeholder) that that level of scrutiny placed on the project by the OCHCA was sufficient oversight to avoid involving other regulators, such as the Department of Toxic Substances Control. TRG worked well with a very responsive OCHCA staff to initiate and begin the project resulting in a No Further Action Letter delivered in timely manner.

During this dry cleaner remediation project, TRG’s skillful navigation of a difficult regulatory maze has allowed this once contaminated property to realize its highest and best use while simultaneously fitting within the overall development plan of Old Towne Tustin.
