Environmental Assessment and Monitoring for Brownfield Redevelopment in Riverside County, CA

The Reynolds Group was retained by an Orange County based commercial/industrial developer to provide environmental assessment, environmental consulting, and contractor oversight assistance during the excavation into a former landfill in Riverside County for eventual development of a commercial/industrial buildings totaling more than 300,000 square feet.  The property, in one of the best locations in Riverside County,  had been fallow for years because no one would develop this Brownfield property due to the presence of the old landfill.

Initial Work: Environmental Due Diligence

The Reynolds Group reviewed a Phase I Environmental Site Assessment and initially provided screening services in the form of a limited environmental site assessment to determine the Chemical’s of Concern (COC’s) at the property.  Once the COC’s were determined by the limited Phase II Environmental Site Assessment, The Reynolds Group prepared a Soils Management Plan (SMP) that would be the environmental guidance document during excavations for grading.  The Reynolds Group educated the contractor and the grading subcontractor on the elements of the SMP for implementation.

Environmental Consulting During Excavation

The Site was over excavated to 10 feet below ground surface below where the two buildings would be constructed.   At 10 feet below ground surface, the bottom soils were compacted with Dynamic Deep Compaction (DDC) to meet geotechnical building criteria.  The Reynolds Group provided environmental monitoring for over a year during all phases of the excavation. The work was highly collaborative with the developer, general contractor, and grader because the environmental issues sometimes became part of the critical path to finishing the work and completing construction.

The monitoring included taking field measurements of excavated soils using photoionization detectors (PID’s) for Volatile Organic Compounds (VOCs) and portable X-ray fluorescent devices (XRF) for metals, especially lead.  Soil samples and EPA methods were used by a fixed laboratory to confirm field measurements in a statistically valid methodology.  One overall strategy was to keep “clean” soils for reuse and export contaminated soils for legal disposal thus potentially saving the client millions of dollars in transportation and disposal fees.  During excavation, a battery “graveyard” was detected and properly removed.  In addition, perimeter monitoring was performed to stay within requirements of the local air quality management district.  A Human Health Risk Assessment (HHRA) was performed at the end of the project by The Reynolds Group’s PhD toxicologist to confirm residual contamination was within acceptable limits.

Project Wrap-Up: Final Environmental Site Assessment Report

At the end of the environmental consulting project The Reynolds Group was tasked with summarizing all of the work and thousands of samples into a final environmental site assessment report and Phase I Environmental Site Assessment that would be used for potential buyers and by Fortune 50 financiers.  During the project, The Reynolds Group interacted with investors and lenders discussing with them the environmental due diligence and environmental contracting work being performed and providing them comfort with progress to continue the project’s equity and debt investments.
